You won’t hear about this anywhere else than through The Wandering Investor. There is a little-known programme in Ukraine meant to foster innovation in the country. If you are an IT specialist, you can potentially easily obtain permanent residency in Ukraine.
Other than making headlines on CNN, and offering the highest rental yields in Europe, Ukraine is a thriving destination for tech investments due to a strong talent pool.
The USSR had many flaws, but the quality of STEM (science, technology, engineering and mathematics)teaching was certainly not one of them.
IT specialists can easily obtain Permanent Residency in Ukraine
The programme is typically meant for software developers, but other types of IT specialists can also qualify. It’s important to have a good lawyer who understands the process to build a good application.
You are expected to have worked in the space for at least 3 years, and to have earned a minimum of $24,000 per year.
In this video, I asked my lawyer Taras how the programme works and who can qualify.
“High-risk” nationals need not apply
Ukraine has a list of countries that it deems to be high-risk in terms of illegal immigration. This means that South Asians and Africans (except South Africans) are unlikely to be granted permanent residency this way.
Ukraine can be a tax haven for some people
Ukraine is not just pleasant, low-cost, and fun. It can also be a great tax base for some people.
It is possible to structure your affairs in a way that you would pay only 5% taxes on gross revenue of up to roughly $250,000.
There is a special entity called “FOP” which is a private entrepreneurship entity. Even non-residents can open one, and it is possible to open a bank account for it. Obviously you’d want to cross check with a professional in your country of tax residency to understand the implications on that side.

I could not find any information on the Ukraine Embassy website (Canada). Looks like there is not much interest form OECD countries.
